     CALE assists countries in Asia to build up legal systems suitable for the process of nation building. Since the 1990s, many socialist countries have made a transition into market economy. In their transition period, these states face a challenge of creating a new legal system based on fair market economy, rule of law, democracy and greater protection of human rights.

     As one of its primary goals, CALE offers cooperation to these countries in drafting their new laws with an aim of bringing them into conformity with international standards. CALE also actively promotes cooperation in educating and training jurists and legal professionals to help them develop stronger capacity in drafting new legislation and applying enacted laws. To promote further educational cooperation, CALE has launched locally Research and Education Centers for Japanese Law in seven countries. These centers perform a specific role in promoting the study of Japanese law in Japanese language among perspective law students in target countries.

     Furthermore, such centers act as a research hub to collect legal information of the host country in cooperation with local scholars and professionals.
