Message 2024:

how the laws of Kazakhstan will change • SEPTEMBER 3, 2024

President Kassym-Jomart Tokayev, at the opening of the next parliamentary session, in his Message “Fair Kazakhstan: law and order, economic growth, public optimism” touched upon many aspects of the country’s development, including trends and changes in legislation, writes “Witness”. New Banking Law - We need a new law on banks that meets the urgent tasks of stimulating economic activity and further dynamic development of the fintech sector. The current law is almost 30 years old, it was adopted in a completely different reality. Revision and postponement of the adoption of the new Tax Code. - It is necessary to optimize tax regimes without worsening the current favorable conditions for entrepreneurs. Haste in this matter is unacceptable. Therefore, I consider it possible to postpone the adoption of the new code to next year in order to prepare this law at a qualitative level. Streamlining the work of crypto exchanges and establishing a tax regime for entrepreneurs engaged in mining. - It is necessary to continue work on improving the regulatory regulation of digital assets and mining, and the further development of crypto exchanges. We have entrepreneurs who consume large amounts of electricity to the detriment of the economy, but do not pay taxes in due volume. They need to be dealt with. Vocational education reform - Qualified personnel should be trained not only in universities, but also in organizations of technical and vocational education. The Government should consider the possibility of accepting college graduates who have shown high results into sectoral government agencies.
