It becomes possible in current digital age to double the ability of an individual through public ownership and sharing of information, and in conformity therewith, legal information-related institutions of Asian countries devote considerable efforts to international exchanges and cooperation.

In order to operate any optimal network, however, there lies a precondition which requires not only effective exchanges and cooperation but also the diversity of individual character. In other words, it requires a standardized guideline or venue which makes it possible to smoothly exchange any information if the effect of network put in the most suitable conditions.

The purpose of the ALIN is to exchange materials and research results concerning laws, judicial precedents and any other legal information held by individual institutions in the Asian region, which take charge of the business of collecting, managing and researching such information, by forming an integrated human and material network, and to promote cooperation among related researchers and staff members through paying mutual exchange visits. In short, it aims to build a horizontal network to maximize the effective value of legal information and research results held by those institutions by sharing such information, etc. among them in on-line or off-line areas.

As each of Asian countries possesses historical, social and economical peculiarities and diversities adapted to its own environment together with geographical and cultural approximation, all the institutions participating in the network will enjoy more expanded human and material foundation through the joint or mutual sharing of legal information and related knowledge based thereon. In other words, the value of legal information and related knowledge provided by the participating institutions will be maximized by the useful capacity of all the institutions in the network, which will become possible in the horizontal network of institutions intending to voluntarily participate therein.
 
New technology and fast access to information are greatly transforming the global community, and the Korea Legislation Research Institute (KLRI) devotes considerable efforts to research on laws to cope effectively with such transformation and launches an Asia Legal Information Network (ALIN) in 2003 as part of those efforts.

Nowadays, exchanges and cooperation among individuals, corporations and countries are increased due to the expansion of open networks and the development of communications technology. In such circumstances, the understanding of laws of other countries is very important, therefore any country is much interested in the possibility of access to legal information of other countries.

In particular, it would be the practical problem in Asian countries to establish any network to share legal information thereof and management experience of that information for the purpose of their mutual understanding and prosperity because they are closely connected geographically and culturally and have any common objective of social reforms and shifting to market economy.

The ALIN aims at a network through which all of the participating institutions are able to use legal information and related knowledge held and managed by each of them. That is, the purpose of the ALIN is to establish a human and material network that will maximize the utility value of such legal information by providing it to other institutions to overcome limitations of utility of legal information in the native language of each of Asian countries which are caused by providing it domestically.

The ALIN is an open network in which Partner institutions participate voluntarily. There is any limitation in the utilization of legal information as separately held and managed by each of them, but ALIN's activities to collect and integrate that information would create any magnificent synergy effect thereon. "If you contribute, you belong." It is expected that you will participate in the ALIN with infinite possibility.
